Тем не менее начиная с 1920-х гг. и до настоящего момента страны по всему миру, включая Россию, заимствуют их опыт как модель для организации собственных экспертных ресурсов. Сотни тысяч долларов тратятся ежегодно на финансирование таких центров, и в связи с этим в последние годы актуальным стал анализ эффективности экспертных сообществ и разработка критериев оценки их деятельности. В рамках данного исследования были выявлены и типологизированы наиболее распространенные критерии, предлагаемые зарубежными авторами. На их основе проведен анализ работы трех российских экспертных центров, вошедших в самый известный рейтинг «фабрик мысли» в мире – “Global Go To Think Tank Index Report” Университета Пенсильвании на 2019 г.: Московский центр Карнеги, Институт мировой экономики и международных отношений (ИМЭМО) РАН, Московский государственный институт международных  отношений  (Университет)  МИД  России  (МГИМО).  Выявлены особенности экспертной деятельности этих структур, что может быть полезно для оценки аналитических центров за пределами США в будущем.</p></abstract><trans-abstract xml:lang="en"><p>For many years, experts considered think tanks to be an exclusively American phenomenon. However, since the 1920s, countries across the world, including Russia, have been using the American experience to design their model of organizing analytical resources. People have been spending millions of dollars on the development of think tanks all over the world. A lot of work has been done to understand why governments, businesses, and taxpayers are investing resources in these institutions and the key factors that affect their efficiency. This article explores variables that correlate with the effectiveness of think tanks within the Anglo-American tradition, suggested by scholars. It looks at three think tanks based in Russia included in the top positions of the “Global Go to Think Tanks” by the University of Pennsylvania – IMEMO, MGIMO, and Carnegie Moscow Center through the lens of these variables.
