Различные акторы стремятся найти способы решения этой проблемы. В данной статье рассмотрен опыт Европейского союза (ЕС), предпринимающего действия по снижению влияния дезинформации на страны-члены. Эти действия основываются на идеях сотрудничества институтов ЕС с гражданским обществом и онлайн-платформами. Цель исследования – оценка вовлеченности различных причастных акторов (стейкхолдеров) в процесс решения проблемы дезинформации через систематизацию имеющихся программ и стратегий, отражающих подход ЕС и его отдельных институтов. Исследование основано на системном изучении эволюции политики ЕС, а также мультистейкхолдерном подходе при рассмотрении процесса борьбы с дезинформацией. В действиях ЕС были выявлены тенденция на закрепление отдельными институтами угрозы исключительно за внешними акторами, повышенный акцент на самоуправляемость платформ, а также отсутствие четких механизмов контроля за реализацией принятых планов. Параллельно негативное влияние дезинформации начинает признаваться в смежных сферах и политиках ЕС (кибербезопасность, образование и др.). Обозначенные в статье трудности и перспективы ЕС в борьбе с дезинформацией позволяют выделить важный для других акторов опыт, а также установить стратегическое видение ЕС по решению информационных вызовов.</p></abstract><trans-abstract xml:lang="en"><p>The ongoing transformation of the digital space has modified the threat of online disinformation. Various actors search for the ways to mitigate its negative impact. This article examines the counter disinformation actions of the European Union. These actions rely on the cooperation of the EU institutions with civil society and online platforms. The goal of this study is to assess the involvement of various stakeholders in the process of countering disinformation through the analysis of the existing EU programs and strategies. The article studies the evolution of the EU’s policy and is based on a multistakeholder analysis of the disinformation-countering process. The study revealed the EU’sstrong reliance on civilsociety and platforms, as well as a lack oftransparent mechanisms to monitor the implementation of the adopted plans and strategies. The EU externalizes the threat and places excessive emphasis on the self-control of platforms. Yet, the negative impact of disinformation on society becomes recognized in the related EU policies (cybersecurity, education, etc.).
