В статье на основе институционального подхода рассматривается вопрос о влиянии Конгресса на формирование политики США в отношении Ирана. В результате проведенного исследования автор пришел к выводу о снижении роли законодательной власти в процессе принятия внешнеполитических решений при сохраняющейся возможности воздействия на внешнюю политику посредством осуществления права решения вопросов войны и мира, реализации функции надзора за деятельностью исполнительной власти, ратификации международных договоров, регулирования внешнеторговой политики (в частности санкционной), а также слушаний в Конгрессе. Авторский анализ законодательных актов Конгресса по вопросам, связанным с Ираном, свидетельствует о существовании широкой двухпартийной поддержки санкционной политики. В то же время материалы слушаний в Конгрессе в период с 2009 по 2023 гг. демонстрируют, что Демократическая партия не имеет однозначной позиции по иранской политике, в то время как Республиканская партия четко придерживается бескомпромиссного санкционного подхода.

This article investigates the role of the U.S. Congress in constructing American foreign policy on Iran by implementing the institutional theory. The author emphasizes the decreased role of the legislative power in U.S. foreign policy decision-making, although the legislative branch has retained such functions as shaping the policies regarding war and peace, oversight of the executive branch, ratification of treaties, and regulation of international trade, including economic sanctions. In particular, Congressional legislative acts on Iran reflect broad bipartisan consensus on the sanctions issue. At the same time, the analysis of Congressional hearings (2009–2023) on the Iran nuclear agreement indicates that the U.S. Democratic Party did not come to a coherent stance on Iran, while the Republican Party’s support for sanctions remained unwavering.
