Рассматривается история развития проблемы административно-территориального статуса Выборгской губернии в конце XIX – начале ХХ в. На основании документов из фондов РГИА и опубликованных источников делается вывод о том, что проект отделения Выборгской губернии от Великого княжества Финляндского, вызвавший негативную общественно-политическую реакцию, возник под влиянием целого ряда самостоятельных причин. В качестве самостоятельного фактора выделяется проблема утраты российской казенной собственности на территории Великого княжества Финляндского в целом и собственности Военного министерства в частности. Показано, как в начале ХХ в. это обстоятельство повлияло на реализацию стратегических планов укрепления обороноспособности балтийского побережья. Рассмотрены позиции П.А. Столыпина, А.А. Поливанова, В.А. Сухомлинова, великого князя Николая Николаевича, В.Н. Коковцова, А.Ф. Лангофа, Ф.А. Зейна, Н.И. Бобрикова по этому вопросу. Делается вывод о том, что первоначальный проект военного ведомства, направленный на отделение от Выборгской губернии береговой полосы, к началу Первой мировой войны трансформировался под влиянием сторонников активного включения Великого княжества Финляндского в единое имперское административное, территориальное и правовое пространство.

The article examines the history of the development of the problem of the administrative-territorial status of Vyborg province in the late 19th and early 20th centuries. Based on documents from the collections of the Russian State Historical Archive and published sources, it is concluded that the project of separating Vyborg province from the Grand Duchy of Finland, which caused a negative socio-political reaction, arose under the influence of a number of independent reasons. The problem of the loss of Russian state property on the territory of the Grand Duchy of Finland in general and the property of the Ministry of War in particular is highlighted as an independent factor. At the beginning of the twentieth century, this influenced the implementation of strategic plans to strengthen the defense capability of the Baltic coast. The positions of P.A. Stolypin, A.A. Polivanov, V.A. Sukhomlinov, Grand Duke Nikolai Nikolaevich, V.N. Kokovtsov, A.F. Langov, F.A. Zein, N.I. Bobrikov on this issue are considered. It is concluded that the initial draft of the military department, aimed at separating the coastal strip from Vyborg province, was transformed by the beginning of the First World War under the influence of supporters of the active inclusion of the Grand Duchy of Finland into a single imperial administrative-territorial and legal space.
