Россия как инициатор недавней Гаагской мирной конференции попыталась способствовать мирному урегулированию конфликта. Вновь обнаруженные архивные документы заставляют усомниться в распространенном мнении о преобладании геополитических расчетов и неискренности миротворческих устремлений царя и российской дипломатии в южноафриканском вопросе. До сих пор исследователи полагали, что на русско-германских переговорах в Потсдаме в ноябре 1899 г. вопрос о совместных действиях в связи с англо-бурской войной не обсуждался. Но появились основания полагать, что император Николай II и министр иностранных дел М.Н. Муравьев в октябре – ноябре 1899 г. всерьез рассматривали возможность организации коллективного дипломатического демарша ведущих континентальных держав. Муравьев обсуждал идею совместных действий с французским коллегой и, вероятно, поднимал этот вопрос на переговорах с германским статс-секретарем Б. фон Бюловым в Потсдаме. Однако инициатива не получила развития из-за позиции Германии. Заключив с Великобританией соглашение по Самоа, гарантировавшее германский нейтралитет в южноафриканской войне в обмен на территориальные уступки, германское правительство стало невосприимчиво к предложениям, противоречащим британским интересам. Таким образом, в тот период именно отказ Германии, а не отсутствие у России миротворческих намерений, помешал скоординированным действиям европейских держав по урегулированию южноафриканского конфликта. </p></abstract><trans-abstract xml:lang="en"><p>In the first weeks of the Anglo-Boer War (1899–1902), Russia, as the initiator of the recent Hague Peace Conference, attempted to facilitate a peaceful settlement of the conflict. Newly discovered archival documents challenge the prevailing view about the predominance of geopolitical calculations and the insincerity of the peace-making aspirations of the Tsar and Russian diplomats. Hitherto, researchers assumed that during the Russo-German negotiations in Potsdam in November 1899, the question of joint actions regarding the Anglo-Boer War was not discussed. However, there are now grounds to believe that Emperor Nicholas II and Foreign Minister M.N. Muravyov seriously considered the possibility of organizing a collective diplomatic démarche by the leading continental powers in October-November 1899. Muravyov discussed the idea of a joint action with his French counterpart and probably raised this issue during his negotiations with the German State Secretary B. von Bülow in Potsdam. However, the initiative did not materialize due to Germany’s position. Having concluded an agreement with Great Britain regarding Samoa, which guaranteed German neutrality in the South African war in exchange for territorial concessions, Berlin became unreceptive to proposals contrary to British interests.
