PRC’s migration policy as its “soft” influence tool

Abstract

China’s economic modernization has coincided with the process of globalization, the information revolution and the increasing flow of international migration, thus providing new opportunities and creating new challenges for China’s authoritarian government. In these circumstances, the Chinese authorities decided to reform the immigration system in order to attract highly qualified specialists.
