Strategies of partnership of the society with the power under conditions of deliberative cyberdemocracy. The concept and prospects of its realization

Abstract

The article is devoted to the analysis of main issues of organizing the civil online deliberation that arise while studying the attempts of putting into practice the deliberative cyber democracy model. The model is based on a synthesis of M. Poster’s cyber democracy ideas and J. Bessette’s concept of the consultative or deliberative democracy. The author analyzes the way certain cyber democracy elements are being employed in South Korea paying special attention to the experiments in the field of online deliberation which reveals the potential of the network of the Internet dialogue and Internet-discussions as a new tool employed by citizens to participate in modern politics.
