Abstract
The article considers the need of both: professional orientation and competence formation, on the one hand, and the acquisition in the learning process of moral psychological qualities by future state administrators.The sphere of interaction between state institutions and civil society in the transparent information space might give birth to conflict in social cooperation. The authors demonstrate the results of diagnosing students’ reaction to social conflict situations. Proceeding from to the survey’s results the authors offer certain methods of forming modern and appropriate styles of public officials’ reactions to the issues of social cooperation.

Abstract
The article considers the factors of consolidation of regional political elites taking as an example the Irkutsk region. The author uses four factors of consolidation of elites in an analysis of the favor ability of economic, political, demographical and cultural conditions of Irkutsk region for building the vertical of power. The presence in the region of several powerful corporations with opposing interests leads to a deficiency of cooperation between intraregional elites. The study concludes that the factors highlighted by the author in compound with a deficit of cooperation make the political elite of Irkutsk region unconsolidated.

Abstract
The article is devoted to the analysis of main issues of organizing the civil online deliberation that arise while studying the attempts of putting into practice the deliberative cyber democracy model. The model is based on a synthesis of M. Poster’s cyber democracy ideas and J. Bessette’s concept of the consultative or deliberative democracy. The author analyzes the way certain cyber democracy elements are being employed in South Korea paying special attention to the experiments in the field of online deliberation which reveals the potential of the network of the Internet dialogue and Internet-discussions as a new tool employed by citizens to participate in modern politics.

Abstract
The article analyses the presence of an issue of social partnership in Russian historiography of 19th - 21st centuries. The author concentrates her attention at the intellectual construction of “social partnership” proposed by the young generation of the historical juridical school. The model was generally accepted in the Russian classical historiography and rejected by Soviet historiography. Modern social history nevertheless resuscitates the intellectual construction and incorporated it into the history writing practices.

Abstract
The article is aimed at identifying the relationship between scientists’ party affiliation and their position in the status nomenclature of the scientific community in the 1930s. While analyzing statistics over 1937, the author comes to the conclusion that there was hardly any interdependance between scholars’ party membership, their career and professional promotion and granting social and economic privileges by them. There was no tough state request for scientists party members either. Thus, the author offers to consider the interaction of state authorities and scientific community not from the point of view of conflict but as a kind of cooperation.

Abstract
The article considers the scholarly cooperation of A. Mau, N.P. Kondakov and M.I. Rostovtzeff, the three outstanding historians of the turn of 19-21 centuries. An impressive upshot of this partnership has become Rostovtzev’s two earliest published works, dedicated to the analysis of results of archaeological excavations in Pompeiiin 1880-1890-s. The author underlines the creative character of M.I. Rostovtzeff’s understanding of A. Mau’s and N.P. Kondakov’s methodological principles. This helped Rostovtzeff to skillfully combine in his own investigations the scrupulous accuracy when dealing with historical sources and essentially new methods of their interpretation.

Abstract
The organization of major sports events has become an important part of international cooperation in the second half of the 20th century. At that time, the Olympic movement was often used for political purposes because of its growing popularity. The XXII summer Olympic Games in Moscow showed high dependence of professional sports on politics, and its significance under the conditions of confrontation between two socio-political systems: socialism and capitalism. The author traces back the transformation of Soviet propaganda settings while highlighting the Moscow Olympics from 1975 to 1989.

Abstract
The inevitable historical prerequisite (and the consequence as well) giving rise to any war conflict is the enemy concept with its deep interpretative and contextual meaning. Within the political and legal system of the USA the enemy concept has been traditionally correlated with the moral and religious concept of evil as in the war time the religious rhetoric of the USA plays the role of a moral criterion in defining the legitimacy of warring sides’ actions.The usage of the religious context with evil and enemy concepts creates the illusionary portrait of the USA as an objective judge estimating other nations’ political actions without giving any evidence to the objectivity of these estimations. Pretending to be the God-chosen nation with missionary obligations,the USA is unable to initiate and develop relations of equality and partnership with any subjects of international law.

Abstract
The article considers the images of Russians and Indians in American merchant ship captain John d’Wolf’s representation. He visited Russian possessions in America and crossed Siberia in the beginning of the 19th century. Since the end of 18th century Alaska was being integrated into the Russian Empire simultaneously it gradually entered the area of economic and political interests of the USA. American merchants, visiting Russian settlements and encountering their inhabitants in the north-west of the continent, created images of both Indians and Russians.

Abstract
The 2009 mass protests in Iran demonstrated a social partnership crisis inside the Iranian social and political system. As a result of this, the country was divided into two camps: supporters and opponents of the Mahmoud Ahmadinejad, who won the presidential election. On the day following the announcement of the voting results the protests,staged by supporters of the defeated candidate Mir-Hossein Mousavi, began in many cities around the country, resulting in numerous arrests and victims among the protesters. They believed that the election results were falsified in favor of Mahmoud Ahmadinejad. To what extent the protesters were right is an issue of a profound scientific interest.

Abstract
The article considers language exchange of PRC with foreign countries, along with the educational linguistic strategies, as the key measures to increase the “soft power” capacity of the state. Since the end of the 90’s the use of “soft power” concept is becoming one of the leading components of the PRC policy. The spread of the Chinese language, that reflects culture heritage and specific perception of the reality, correlates proportionally with the dynamic growth of “soft power”. Expanding the use of language outside the country increases the possibilities of cooperation in the fields of culture and education, and not only. It also leads to multidimensional strategic cooperation with partner countries.The paper provides examples of Chinese cooperation with other regions in the field of language exchange and describes educational platforms that implement the political course of the country. Such employment of language resources reinforces the status of the Chinese language, moulds the image of the state in the international arena, and lays foundation for the sustainable development of political course. In accordance with the concept of “soft power” it strengthens the state’s influence in the era of globalization and information society.

Abstract
“Soft power” concept has been gradually entering the foreign policy discourse of the world leading countries since the beginning of the 1990s.China’s leadership decided to employ the potential of “soft” influence in order to improve the country’s image abroad, especially after the rise of anti-Chinese sentiments. It also took into account the proximity of “soft power” concept to the ideas of ancient Chinese philosophical schools which in its turn influenced the process of implementing the concept within the framework of the country’s foreign policy doctrine, having transformed a foreign conception into “soft power” but with Chinese peculiarities.

Abstract
The round table was devoted to the development of new social practices needed to address the challenges of adapting to the present challenges. The problem of adapting to the existing European and Russian values in the migration crisis was the main topic of the scientific debate. The participants discussed the most valuable European practices in the field of social cooperation along with the problems of migrant and Russian families, highlighting some social strategies of young migrants’ adaptation. There exist two main components in the framework of this problem. First, obtaining their own basic foundations meaningful values differ greatly by their considerable adaptive capacity in relation to the external challenges. Second, while interpreting new social practices one should comprehend both - the mechanism of forming as well as the sense of the basic values.

Abstract
At present Europe goes through the clash of different matrixes of social reality perceptions represented by migrants, sharply increasing in numbers, - one the one side and local residents - on the other. Overcoming that communication conflict lies only on the way of social cooperation with due regard for specifics of three dominant challenges,those of the territory, values and civilization.

Migration policy in the European Union is one of the most sensitive political topics. The current wave of refugees is not the first in the history of Europe. But only the European Union has consciously developed policies regulating migration and integration of refugees and migrants of various types: refugees who visit their families, labor refugees, and those from the warring countries.

This article is devoted to the analysis of different national approaches to migration issues by the Russian Federation and the Federal Republic of Germany. Abstract
The article analyzes the concept of human rights in social practices of the Russian Orthodox Church considering the basic directions of this concept development in the context of the state-religious relations and its impact on socio-political processes in modern Russia. The author also analyzes Orthodox Church human rights discourses and concludes that human rights conception (as it is interpreted by the Church) effects the formation of the Russian model of secularism.

Abstract
The article presents a unique (for Russian science) attempt to integrate the human rights conception into a kind of research aimed at developing tourism. In the name of development and prompts enrichment human rights are often neglected while there are definite long-term advantages particularly in tourist sector to be gained by actively promoting them. The present work serves the purpose of explanation why the concept of human rights requires particular attention in the context of tourism.
